Keila (she/her) is a Program Associate for Legal Empowerment at the Right Question Institute, where she supports legal services professionals and other direct service providers in implementing strategies that strengthen client voice and agency. Through training, workshops, and collaborative partnerships, she helps practitioners apply the Question Formulation Technique (QFT) to foster greater participation in legal processes and equip individuals to navigate complex systems.
Keila brings a background in nonprofit legal services, digital communications, and international human rights. Prior to joining RQI, she worked as an independent consultant and research associate, contributing to projects on coalition building, emerging technologies, and the future of agri-food systems. She also served as a law clerk with legal aid organizations in California, Arizona, and the Navajo Nation, where she supported access to justice initiatives and worked closely with underserved communities on housing, benefits, and public policy issues.
Keila earned her J.D. from the University of Oregon School of Law and a B.A. in Philosophy from Beloit College. She is passionate about making legal systems more accessible, and her work centers on building tools, relationships, and practices that empower individuals to ask better questions, advocate for their rights, and take action on their own behalf.
